Lavender (Lavandula angustifolia) is not phototoxic; phototoxicity is mainly associated with pressed citrus oils. Yet the main compounds in lavender linalool and linaloyl acetate can when oxidized increase the risk of sensitization → use fresh oil, keep tightly closed and dilute correctly.

According to meta-analyses, aromatherapy has small–moderate impact on sleep quality in adults/elderly people; lavender has been studied in several RCTs (also in patient groups). The benefit is individual – try it nightly as part of a calming routine.
